Implementing and demonstrating an effective occupational health safety, environmental and security management system and ensuring compliance with all legal, project requirements and ACWA Power standards by:
- Ensure the safety, health, environmental and security responsibility of the Company’s personnel, office facilities and business activities.
- Development and Implementation of the Project HSSE Risk management system based on OHSAS 18001/ISO 45001, ISO 14001 and ACWA Power’s guidelines.
- Formulating, advising, implementing and monitoring contractor and construction HSES management activities.
- Continuously monitoring and intervene to enable and ensure EPC Contractor’s compliance with the EPC contract’s HSSE management obligations.
- Reviewing EPC contractor’s method statements, risk assessments and other HSSE related documents for adequacy and compliance with the EPC contract, Project HSSE Management Plan OHSAS 18001, ISO45001, ISO14001, contractually stipulated guidelines and good practices,
- Ensuring an effective HSSE communication plan for the project including periodic HSSE committee meetings.
- Establishing and advising Project Team on HSSE management structures within the project and other forums where other stakeholders are engaged on occupational health safety, environmental and security matters.
- Monitoring, evaluating, analyzing and monthly reporting on project HSSE management and performance and incident investigations.
- Investigate, report, advice during incident investigation proceedings, and recommend interventions to address areas of improvement arising out of the incident trends analysis.
- Reviewing and reporting on the effectiveness of the HSSE management system and HSSE Management Plan for the project.
- Conducting daily, weekly and monthly HSSE inspections, auditing, and incident investigation to ensure compliance to the EPC contracts, legal and project requirements.
- Supporting Safety Recognition Awards and Promotional Programs and Disciplinary procedures established by the EPC Contractor
- Developing, implementing and maintaining an HSSE observations and corrective action management process for the project.
- Monitor Training Programs and Deliver HSSE training to all employees and contractor staff, to ensure they are aware of the HSSE standards and the HSSE management systems.
- Providing an Occupational health, infection management and safety advisory service to Project team employees and contractors.
- Reviewing and advising on risk assessments, risk profiles, reports and research data to provide management with solutions to problems and non-conformance.
- Monitoring, reviewing and testing project emergency and fire preparedness arrangements and resources
- Implementation of ACWA Power HSSE Management Guidelines for the Project Company HSSE Manager in Construction Project.
Skills
Education:
Bachelor’s degree in Heath, Safety, Environmental Sciences (or) Engineering or demonstrable equivalent and NEBOSH IGC.
Experience:
8+ years of direct working experience in a similar capacity in the power/heavy industry/chemical/oil and gas process industry sectors with a minimum of 3 years work experience in heavy industrial construction at Managerial level.
Skills:
- Deep understanding of HSSE Management principles and arrangements
- Deep understanding of HSSE management practices for construction and commissioning of Power/Utility stations
- Understanding and practical familiarity with World Bank/IFC/EBRD Environmental and Social Performance Standards and supporting guidelines.
- Knowledge of applicable relevant legal requirements in Saudi Arabia.
- Practical knowledge Safety Risk Management (Hazards and Risks) effective implementation, including Risk assessment and effective controls
- Incident investigating, analytical and observation skills
- Practical knowledge of firefighting, fire suppression and fire detection systems and equipment.
- Practical knowledge of advanced first aid/CPR/AED and medical emergency measures and requirements
- Practical Knowledge of PPE and safety equipment specifications and application
- Practical knowledge of spillage containment and chemical safety management.
- Practical knowledge of responding and handling emergencies relevant to health, safety, environmental, security and fire
- Practical Knowledge of identification, classification and disposal of waste and good understanding of the 5S program.
- Field practical experience on a power, water and chemical process plants with a proven excellent safety record.
- Strong verbal and written communication skills at different levels.
- Competent to use MS Word, Excel, PowerPoint and Outlook including e-mails
