Job Description

Job Purpose

To lead, manage, monitor, and report on the Permit to Work (PTW) / Safety Rules and Safe system of Works, to ensure that harm is prevented, the requisite HSSE systems, procedures and processes are develop and implemented, monitored, and enforced to deliver compliance with regulatory, company and contractual requirements and obligations by the plant, and its employees.

Reporting Line 

The Safe System of Work will report to the Head of Safe System of Work.

Key Responsibilities

Strategy & Plans

  • Review of the Safety Rules and PTW processes implemented in sites. Identify opportunities for improvement, define the plan to close gaps, set clear objectives.
  • Review the use of electronic PTW application and identify the issues and opportunities for improvement.    
  • Report PTW non-compliances, deviations and best practices. 

Technical Services and Guidance

  • Provide technical and management support and leadership to the Plant operations and maintenance teams, Plant General Managers, etc., and attend meetings with their contractors, sub-contractors, and vendors, to review the Safe Systems of Work.  
  • Proactively identify risks during the development phase of all the projects to ensure all possible risks are identified, evaluated, and prioritized and corrective measures are finalized.
  • Review the risk assessments and task reviews of key activities submitted by the Plants and identify and prevent probable HSSE hazards leading to significant losses.

Training 

  • Deliver PTW and Safety Rules training to plant SME’s to ensure that the employees are competent and effectively understand their responsibilities.
  • Share best practices and lessons learned, across the company to aid in improving and communications within the teams.
  • Actively take part in Competence and Authorizing Committee assessing the candidates.
  • Define and implement the training of all roles associated with the Safe Systems of Work.

Stakeholder Management 

  • Maintain positive working relationships with National and Regional regulators, emergency services, and contractors, to ensure mutual support and adherence to compliance requirements.
  • Regularly liaise and engage with the HSSE teams to offer and receive support and ensure that management and performance are aligned with the current standards and practices.

Support Projects Under Execution / Commissioning.

Support projects under the direction of Head of SSOW for the execution, reviewing of SSOW including PTW and electronic system implementation and liaising with vendors and participate in risk assessment studies and ensure that the risks are managed within ALARP.

Continuous Improvement 

  • Develop, resource, implement and report on actions plans that are based on past performance and aim to deliver best practices at the Regional and Plant level, to ensure continuous improvement.
  • Maintain professional competence and understanding of industry trends, methodologies, tools, and best practices in project management in relation to PTW practices.
  • Policies, Processes, Systems & Procedures
  • Assist the Head of SSOW in the creation and implementation of the required policies, procedures and controls covering all areas of the function so that all relevant procedural/legislative requirements and standards are fulfilled.

Perform any other duties which the organisation may require to be carried out.             
People Management

  • Assist in the effective achievement of the team’s objectives through setting individual objectives, managing performance, developing the Plant and teams and providing formal and informal feedback to maximise overall performance, engagement and motivation.
  • Identify the training requirements which are required for the Plant and teams from both professional and country specific legal /statutory perspective and develop a training schedule to ensure the staff is well trained and skilled on managing PTW system.  

Skills

Minimum Qualifications

  • Bachelor’s degree in engineering or demonstrable equivalent
  • Certification from a recognized HSSE institution (NEBOSH, OSHA, IOSH, IEMA, etc.)
  • Proven experience in operations / PTW / Safe System of Work function.
  • The ability to read and understand Process and Instrument and Single Line Diagrams. 

Minimum Experience

8 - 12 years’ experience in Operations and PTW coordination in the Utilities / Energy sector.

Skills

  • Excellent understanding of operations of a power plant preferably has worked as shift engineer or operations lead.
  • Excellent grasp of HSSE standards and requirements.
  • Extensive leadership experience
  • Excel at building relationships.
  • Excellent communication and inter-personal skills.
  • Ability to take decisions and operate in ambiguity.
  • Thorough understanding of the business value chain.
  • Ability to manage and work with people of all cultures.
