Job Purpose
To lead, manage, monitor, and report on the Permit to Work (PTW) / Safety Rules and Safe system of Works, to ensure that harm is prevented, the requisite HSSE systems, procedures and processes are develop and implemented, monitored, and enforced to deliver compliance with regulatory, company and contractual requirements and obligations by the plant, and its employees.

Job Purpose

Job Purpose

- Ensure the HSSE cluster/country strategy is in line with the functional strategy to ensure vertical alignment and horizontal integration.
- Regularly report to the HSSE GEO Head/BU Head and Cluster/Country Head on the activities of the business unit, challenges and issues faced, mitigations taken, etc. as required, to keep them informed and updated on the sites’ activities and performance.
- Highlight the best practices/lessons learned and share them with the rest of the corporate through liaising with corporate HSSE teams.
Budget Management
Contribute to the preparation of the HSSE budget, consolidate and oversee the cluster/country level HSSE budget including the offices and monitor the financial performance against the budget so that areas of unsatisfactory performance are identified, rectified promptly and potential performance improvement opportunities are capitalised upon.
Technical Services and Guidance
- Provide technical and HSSE management support and leadership to the site management, site HSSE teams, EMOs/CEOs/PGMs, EPC and supply chain and attend meetings when required to advise on HSSE management and performance improvement. Facilitate and lead the effective implementation of ACWA POWER and NOMAC HSSE / Safety Management Systems and enforce strict adherence to local statutory and regulatory requirements in the cluster in conjunction with site HSE teams and Corporate HSE functions (Systems and Procedures / HSSE Training / Reporting and Control / ERP, Security and Crisis Management / Environment and Compliance etc.).
- Proactively identify HSSE risks to ensure all possible risks are identified, evaluated and prioritized and corrective measures are finalized.
- Review the risk assessments and task reviews of key activities submitted by the sites and identify and prevent probable HSSE hazards leading to significant losses.
- Facilitate the risk assessment HAZID, HAZOP etc. and ensure relevant measures are taken.
- Facilitate and lead the Pre-Start up Safety Reviews during transition phases and ensure HSSE measures are place for SIMOPS
- Facilitate with Cluster/Country heads to mitigate the critical HSSE risks by collaborating with key stakeholders like Corporate HSSE to ensure timely resolution of issues and challenges.
- Ensure the major accident hazards associated barriers are thoroughly identified and managed effectively by the site teams, so that the respective risks are managed within ALARP.
HSSE Management Systems
Monitor and support the development, implementation, and maintenance of the cluster level HSSE management systems and ensure they conform to ACWA Power standards, /country HSSE legal requirements and contractual obligations.
HSSE Management, Monitoring, and Reporting
- Conduct site/office HSSE tours and inspections to evaluate the effectiveness and compliance of each site’s HSSE management and performance to ensure adherence with the HSSE policies and procedures.
- Lead regular HSSE meetings with the HSSE personnel from each site to review HSSE management and performance, prioritise actions, and escalate outstanding HSSE issues to the GEO/BU head HSSE and cluster/country head, to ensure timely resolution of issues.
- Review the Cluster/Country’s periodic HSSE management and performance reports to understand the key HSSE issues / incidents and develop further strategies to mitigate the risks.
- Ensure Corporate HSSE KPIs are cascaded down to and followed by the site levels.
Training
Monitor the effectiveness of HSSE training to ensure that the employees and all HSSE personnel are competent and effective. Share the best practices, HSSE campaigns and lesson learnt between the Plants and Group HSSE, in order to increase awareness and knowledge sharing ensure alignment of the quality delivered.
Stakeholder Management
- Maintain positive working relationships with National and Regional regulators, emergency services, contractors, to ensure mutual support and adherence to HSSE compliance requirements.
- Regularly liaise and engage with the GEO, Cluster/Country Level and Functional HSSE teams to offer and receive support and ensure that HSSE management and performance are aligned with the current standards and practices.
Team Management
- Monitor the work of the sites’ HSSE teams through guidance and encouragement and facilitate related work processes to achieve high performance standards and ensure that employees’ activities are performed in a timely, efficient, and effective manner.
- Ensure adherence to ACWA Power people management policies, procedures, processes, and practices to maximise personal and employee contribution to business performance.
- Manage the effective achievement of the HSSE team’s objectives through setting individual objectives, managing performance, developing the team and providing formal and informal feedback to maximise overall performance, engagement and motivation.
- Identify the training requirements which are required for the HSSE team from both professional and legal /statutory perspective and develop a training schedule to ensure the HSSE staff is well trained and skilled on managing HSSE related incidents.

- Maintain professional competence and understanding of industry trends, methodologies, tools, and best practices in project management in relation to HSSE practices.
- Participate the HSSE and welfare audits as auditor and identify the good practices, areas of improvement and non-compliances.
- Follow-up and ensure the sites audit findings are effectively closed.
- Follow-up and ensure the effective and sustainable implementation of lessons learned and good practices.

Division / Department Description:
The Technical Support consists of two sections: Information Technology (IT) and Technical Support (TS):
(1) Information Technology (IT) – provides required technical support to all company operating units for all departments both in Rabigh and Head Office.
