NOMAC Maintenance Energy Services (NMES), an ACWAPower Company, is the leading regional non-OEM service provider for the Middle East in terms of long-term contracted market share.

 

NMES supports its (internal as well as external) end-users by providing OEM-level quality services on critical rotating equipment (Gas Turbines, Steam Turbines, Generators and their auxiliaries).

We have established full service subsidiaries in KSA, Oman and UAE and maintain a continuous presence of personnel and equipment in 12 countries and counting. NMES is also developing several other service branches in the intervention-based industry (On-Site Machining, Leak-Sealing, Metal Disintegration, On-Line PSV calibration, etc etc) in different regions.

Scope of Work

 

NMES is looking for an inspired HR leader, to take its Human Resources operations to the next level. Not just to lead the NMES HR function on a day-to-day basis, but to develop and implement a fit-for-purpose, best-in-industry HR Strategy to enable attraction, engagement, development, and retention of a qualified workforce, ensuring that NMES has the right resources to realize its ambitious business plans, whilst delivering the highest quality HR advice and services to the Business.

 

To be successful in your role:

 

  • You will need to drive the NMES HR Strategy, and support the NMES outage works from an HR perspective (e.g. establishing employee agreements, mobilization to projects as well as demobilization from completed projects (on a continuous basis) across different region (GCC region, North Africa, Asia).
  • You will be able to build/lead your own team, as needed, delivering excellence in supporting the outages we perform.
  • Together with our Sourcing and Project Controls Team, you will be responsible for ensuring that we meet our Business’ emergency, short, and long-term staffing needs, that we address workforce analytics, and decide on strategic program outcomes with VP’s and other Executives.

 

Other responsibilities will include:

 

  • To Manage HR budget preparation for NMES, and review human resources plans.
  • To Manage the totality of Employee Administration / Mobilization items (e.g. different visas for different countries of mobilization), focusing on compliance with internal and external regulatory policies - (e.g. UAE, KSA, Oman, North Africa Region)
  • To Ensure adequate and fit-for-purpose HR policies, systems are developed, audited, reviewed in a continuous manner.
  • To Establish an orientation procedure for onboarding new hires and training them to meet the needs of the company
  • To cooperate between the HR and Sourcing departments to establish contracts with outside employment agencies in order to fill vacant positions swiftly, efficiently, and in budget.
  • To Deliver monthly HR reports and understand reasons that are affecting critical KPI’s such as turnover / productivity
  • To Liaise with Senior Leadership to ensure organization structure is accurate

 

Skills

 

  • Minimum of 15 years’ experience in HR Leadership role, expert in key HR frameworks such as employment law, compensation, recruitment, mobilization, visa, organizational planning , organization development, change management and employee relations in a multicultural environment
  • At least 10 years’ experience in Workforce Management within a field services environment (preferable Mechanical field, Oil and Gas, Utilities,…) deploying mobilization projects for outage/shut down projects across different regions
  • Outstanding leadership skills and an ability to connect with people to drive successful relationships
  • Mindset for long term sustainability
  • Ability to take informed decisions and operate in ambiguity
  • Decision making & problem-solving skills should be second nature
  • Excellent communication, presentation and negotiation skills
  • Thorough understanding of the business value chain
  • Ability to work effectively, under pressure, and within a diverse community

 

Education:

 

  • Bachelor’s degree holder in Human Resources / Business Management or equivalent by experience in the aforementioned field or business.
