Job Description

  • Assist in developing Red Sea Cooling & Heating Strategy for each area assigned, based on the Technical, Environmental, Financial and Social criteria.

  • Support in the development of the requirements for Implementation of the Cooling and Heating O&M Strategy.

  • Support in the development of the management principles and manage the planning, monitoring and evaluation system.

    Responsible for execution of the District Energy Master Plan to include:

  • Establish project objectives, develop the project plan, budget and schedule.

  • Administrate contracts to include the development of project specifications, a detailed scope of work, and principal contract provisions.

  • Develop work packages for execution to include Statement of Scope, Change Management, Performance Testing, QA/QC Requirements, Material Procurement, Technical Data Sheets, Drawings/Specifications, Task Procedures and Job Safety Plans.

  • Lead pre-bid and provide RFI responses and addenda. Analyze bids and participate in section of design professional, vendor, or contractor, as applicable.

  • Coordinates and communicates with all stakeholders, internal and external.

  • Internal: Water, Energy, Environment, UP, Project, Sustainability, etc.

  • External: HVAC Vendors, EPC, major Operators, new technology companies, Start-ups, Universities to bring leading edge technology into the designs of the Plants.

  • Assist in developing and managing RFP/RFQ and Tendering process as required for Consultancy, Engineering, Procurement, Construction and BOT of the NOMAC Red Sea Cooling and Heating infrastructure.

  • Prepare a procedures manual that is tailored to the specific project, providing the framework for the overall operations of the project team.

  • Manage and controls all change orders to ensure the project proceeds in a planned manner, within budget, and on schedule.

  • Ensure appropriate management systems are in place to implement District Cooling Business correctly and operate effectively.

  • Carry out other duties as assigned

  • Responsible for the integrated performance of the project team, putting in place Health & Safety, Environmental, Quality Assurance and Quality Control plans.

  • Deliver high quality, innovative Operation and Maintenance solutions that provide real value to NOMAC Red Sea.

  • Deliver accurate and timely information about the projects progress status towards the plans.

  • Ensures quality and technical execution of work are within schedule and budget through the establishment of milestone dates, budget allocations and control or expenditures.

Skills

  • Minimum of 8 years of experience in District Energy, Cooling, HVAC and Utility Infrastructure

  • Experience in Engineering, Construction, Implementation and Operation of a District Energy Plant, Chiller facility, Distribution Network and secondary side HVAC.

  • Experience in developing RFQs/RFPs for a Utility Project.

  • Familiar with BOT, DBO and EPC Models.

  • Experience in contract execution, management and negotiation of engineering, construction, services, and Operation & Maintenance contracts.

  • Sound knowledge of District Cooling Systems, performance engineering and data analytics with their application toward cost savings and continuous improvement initiatives.

  • Acumen in financial and contractual aspects of capital projects in addition to technical and organizational structures.

  • Strong Microsoft Software Applications skills (Word, Excel, PowerPoint, and Project); experience with various project & construction management software tools.

  • Strong organization, prioritization, and time management skills to monitor and handle multiple projects at the same, balance key priorities and meet challenging and changing deadlines.

  • High thoroughness and reliability and ability to deliver quality output.

  • High resilience, proactive problem-solving skills, and strong negotiation skills.

  • Demonstrated ability to create a team culture of camaraderie, integrity and trust among the integrated project team members.

  • Exhibits excellent interpersonal skills that include listening to other’s ideas and viewpoints and resolving team conflict situations.

  • Demonstrated ability to facilitate meetings and ensure performance expectations and resultant outcomes are met.

  • Knowledge of Quality & Safety and the importance of risk management.
