Job Description

Roles & Responsibilities

1.         

Ensure NOMAC NMES HSE policy is fully understood, implemented and maintained by all sites. Ensure alignment to the NOMAC NMES Health & Safety Policies and procedures. Review, update and control the distribution of the Company HSE system and other related procedures. Ensure compliance to country legal Health and Safety requirements

2.         

Implement and lead the HSE objectives and relatives KPI’s set by the corporate HSE and Management Team. Provide safety statistics of all country sites including dashboard for KPIs.

3.         

Develop country level objectives based on corporate HSE objectives on annual basis. Also, to develop project-specific objectives and KPIs as appropriate to comply and fulfil client HSE requirements.

4.         

Facilitate and shape the strategies and implementation tactics required to ensure outcomes relating to HSE are achieved. Ensure HSE plans are in line with regional HSE strategy as well as corporate business strategy and growth plans.

5.         

Guide the development of a sustained culture of the world’s best HSE performance and practice (Industry Leadership in HSE Performance). Coach, influence, motivate and empower others (internally and externally) with regards to HSE ownership and leadership

6.         

Communicate relevant and timely HSE information to the client and understand the HSE strengths and weaknesses of the business.

7.         

Ensure appropriate timely escalation, investigation and reporting of all incidents including identification of immediate, underlying and root causes with actions to prevent recurrence. Share lessons learnt effectively to all employees and contractors.

8.         

Prepare HSE budget and hold responsibility for HSE budget and oversight activity and resource expenditure.

9.         

Stay abreast of emerging HSE issues and legislation. Keep the organization updated with relevant requirements, and assist with compliance to HSE legislation, and where applicable customer HSE requirements.

10.      

Lead HSE matters by example and provide leadership, feedback and assistance to others. Promote and be a role model in the application of NOMAC NMES Health, Safety and Environment.

11.      

Provide necessary advice, support and guidance to assist project company and PGM during the mobilization period and field staff to fulfill their health, safety, environmental obligation.

12.      

Ensure that Roles and Responsibilities within HSE department and conduct training need analysis to address competency gap for all country sites.

13.      

Participate in country HSE meetings and ensure agenda is aligned with corporate HSE.

14.      

Carry out annual performance evaluation of HSE staff at sites.

15.      

Develop and manage HSE yearly programs and initiatives e.g. 5S, PBS, PSM, SWA

16.      

Manage the collection and analysis of all HSE data and reporting.

17.      

This position works collaboratively with the country head and PGM/PM providing guidance and counsel to help them successfully administer their responsibilities in keeping injury free environment

Educational

Desired

Bachelor’s Engineering Degree

Preferred

Master Degree in HSE/Management

Minimum Experience (Type and duration)

Minimum

10 years’ experience in HSE Management

Preferable

At least 5 years at Managerial level

Required Skills

1.       Extensive technical, practical and leadership experience in HSE. Including experience in strategic planning within a commercial environment and demonstrable experience in driving industry leadership in HSE performance

2.       Expert in Occupational Health & Safety and Environment Management system and Knowledge of applicable legal requirements e.g Hazard Risk assessment, Aspect Impact assessment and Investigating skills

3.       Knowledge of firefighting equipment, first aid measures, PPE and safety equipment, spillage containment, managing HSE emergencies, identification, classification and disposal of waste, Emission Monitoring.

4.       Microsoft Office applications and SAP systems

5.       Experience in managing and controlling budgets.

6.       Strong communication, influencing and negotiation skills

7.       Experience in building strong people relationships (both internal and external), general management practices and experience in managing and leading a team.

 

Desired certification / Job specific skill / Training

1.         NEBOSH IGC required

2.         ASP, CSP Certification Preferable

3.         Preferable OHSAS 18001 Lead Auditor

4.         With in-depth knowledge of International Safety Standards, OSHA 1910, ISO practices
