Job Description

Currently holding a portfolio of more than 14 Gigawatt of installed Power under LTSA, and with 12 Gigawatt more under development, NMES currently performs all required outage services (minor, medium, major, CI, HGPI, MI) on 25 Gas Turbines, 26 Steam turbines and 51 Generators.
NMES supports its end-users by providing OEM level quality services and exceptional value creation through highly skilled and trained outage personnel (outage managers, Field Service Engineers, Technicians, specialists) and by applying innovative, downtime reducing services such as:

  • Spark erosion technology
  • On-site machining solutions for ST and GT casings, bearing pedestals, burner inserts, tip grinding
  • On Site Rotor Machining and Low speed Balancing
  • On site blasting, coating and curing of Compressor parts (blades/Vanes) with Aluminum Chromate coatings.
  • Re-engineering services and pump spare manufacturing.

NMES has established full-service subsidiaries in KSA, Oman and UAE and maintains a continuous presence of personnel and equipment in over 10 countries, with full-service workshops in the United Arab Emirates and Oman, and an additional facility under development in KSA to assure service readiness everywhere we do business

Reporting Line 

The Regional Project Manager (RPM) will report to the Director, Projects [KSA/Africa]

Objective

The Regional Project Manager (RPM) is responsible for the P&L of the assigned region, acting as the primary point of contact with the customer, leading a cost effective and high-quality field services to improve the Business Unit Profit, while meeting Safety, quality and performance KPI’s, by ensuring overall cost efficiencies, profitability, growth and optimization of resources while attaining client’s satisfaction. The Regional Project Manager shall be responsible for the entire project management function within the assigned region, implement the functional, commercial and overall company strategy achieve the BU’s targets and KPI’s. Co-develop and implement all required and related processes to successfully manage cross-functional teams, resulting in a flawless execution of the projects under his responsibility. He/ She will be the commercial P&L owner of the LTSA/LTMA/LTPA’s in the designated region and shall manage the entire aspect of the projects, from liaising with the customer teams, to identify and communicate the scope requirements/ boundaries, and planning with the technical team while ensuring the required and most efficient/appropriate resources are mobilized timely with the sourcing team, to the final close out, lessons learned, billing and invoicing together with the finance team. The Regional Project manager shall also have an aim to ensure maximizing the BU profitability by recognizing and proposing extra works - within the capabilities of the BU - to the customers, wherever possible. RPM is expected to bring strong project management skills to support the team and ensure stakeholders alignment internally/ externally during preparation and outage execution.

Key Accountabilities

Strategy & Plans

  • Contribute to the overall BU strategy by implementing industry-leading project management practices, by proposing and implementing improvement-oriented procedures with an aim to deliver excellence in the maintenance services, which in turn shall maximize returns for the stakeholders.
  • Regularly report to the Regional Director on the operational activities within his region, and keep him abreast of challenges and issues faced, mitigations taken, problems solved etc. as required
  • Act as the interface between the various stakeholders to achieve business objectives while overseeing additional work, optimizing cost and negotiating concessions with minimum business profitability impact.

People Management

  • Manage the execution of highly efficient outages, by ensuring the teams are motivated and well supported while deployed to his region.
  • Ensure maximum customer satisfaction by developing and sustaining cooperative relationships with key Stakeholders such as Plant General Managers, Maintenance Managers, regional O&M Vice Presidents, Project Company’s Executive Managing Directors and regional Portfolio Managers.

Contract & Budget Management

  • As the regional LTSA P&L responsible owner, manage the LTSA by having continuous reviews internally and with clients to ensure high LTSA execution performance and adequate involvement to identify customer needs to grow the business and capture new opportunities.
  • Conduct a periodic meeting to review plant’s performance and document relevant observations.
  • Lead the preparation of the regional outage budgets and manage and monitor the financial performance against this budget so that potential budget overruns are identified and avoided wherever possible, or if unavoidable are mitigated and potential budget improvements opportunities are capitalised upon.

Pre-Outage Planning

  • Work with the Plant Maintenance team of the respective plants in his region, to set the outage management strategy, agree on the scope of work and commercial implications for out of DOR work, agree on resources needed with the technical team, agree on local manpower- and spare part requirements, QA plan etc., well in advance to ensure a thorough and robust plan is developed, considering all possible aspects that might impact the execution.
  • Conduct a thorough pre-outages study by understanding and studying the technical details of the regional fleet’s installed equipment including the history of the equipment, recommendations of the OEM, layout, interconnections with other equipment, operating conditions etc., to ensure the planning and execution is accurate and optimized for all stakeholders.

Execution

  • Oversee the end-to-end execution of the assigned region by monitoring daily progress against the plan, resolving escalated issues and managing key stakeholders / service providers to ensure the work is completed as per the work control procedures, HSSE and quality standards.
  • Oversee and manage the ordering, logistics and timely delivery/Mobilization of spare parts, consumables, tools, 3rd party service providers etc., to ensure all the required resources are available at the site and ready for work well before the start of the outage.
  • Oversee and ensure, in coordination with the Outage manager, that the daily schedule is updated, based on the progress, plant condition and adjustment required by different work units and contractors, to ensure timely completion as per the plan.
  • Lead the daily outage coordination meetings with the stakeholders, to ensure robust planning and execution and timely escalation and resolution of issues.
  • Review daily and weekly management reports, highlighting performance against the objectives, to ensure the management / stakeholders are aware of the execution of the outage and any escalated issues are resolved in a timely and effective manner.
  • Review, together with the on-site quantity surveyors, the daily resourcing against the budgeted resourcing and act accordingly in case of an impending overrun.
  • Review the findings of the quality control inspections according to quality plan and acceptance of the equipment, to ensure the outage is carried out as per QCP as well as to ensure that any NCR’s or technical findings are raised through the proper channels and processed accordingly
  • Verify together with the outage manager and the Plant team, that the unit is ready for return to service by verifying the close-out of all Work Authorizations, verifying all back-out inspections have been duly completed and signed off, verifying that the commissioning and testing/acceptance of equipment has been completed as planned, verifying that all systems have been returned to normal operating configurations, and that completion of surveillance and startup tests, engineering issues and other commitments have been closed out properly.

Post Execution Reporting

  • Review and submit the final outage report including the entire process of outage preparation, execution, jobs statistics, scope of work, comparison of planned versus achieved outage goals and critical milestones, major problems encountered & corrective actions taken and recommendations for Plant Maintenance to follow up.
  • Organize and lead a lesson learned meeting, identifying good practices and points for improvements, to ensure it can be used as a means for continuous improvement.

Technical Expertise

  • The Regional Project Manager shall act as the owner of (and take full responsibility for) the full Project management of the LTSA’s and transactional projects in the region assigned to him.
  • He/ She shall keep abreast of the latest technical innovations that can aid in the management of the projects in his region, of new digital tools, equipment design and functionality, and leading practices in the field and evaluate their relevance and usage from NOMAC’s perspective, ensuring to propose any potential improvements to the senior management.

Policies, Processes, Systems & Procedures

  • Asses the need for, co-develop, and oversee the creation and implementation of all required policies, procedures and controls covering all areas of the projects in his region, in order to deliver excellence and continuous improvement of the BU’s operations.

Health, Safety, Security and Environment

  • Direct the compliance of all relevant health, safety and environmental management policies, procedures and controls across the function to guarantee employee safety, legislative compliance and a responsible environmental attitude.

Skills

Minimum Qualifications

  • Bachelor’s degree in engineering from an accredited university or equivalent by experience.

Minimum Experience

  • 10 years’ experience in Project Management of utility sized Rotating equipment installations.
  • Engineering/Outage Execution experience with OEM is a plus.
  • Experience in outage management of Steam / Gas Turbines and Generators in the GCC and Asia.
  • Proven expertise in Project Management of Long-Term Service Agreements on utility sized rotating equipment
