Shift Superintendent

Job Description

Job Duties & Responsibilities

-Responsible for the operation of the facility during the shift and its interface with other parties. Shall ensure safe operation and high availability and reliability at minimum cost.

-Plan, organize and control an adequate monitoring and operation of Power Plant and Desalination systems with its subordinates, applying knowledge, policies and procedures that ensures the capacity and availability of the plant to the client's requirements (as per RAWEC-Petro Rabigh Agreement).

-Manage and coordinate operations during normal and any abnormal operational situation assessing information and providing command to personnel and equipment to ensure safety and minimum impact on plant's deliveries.

-Shift Superintendent is responsible for the communication with all parties involved with the export of water, steam and power to the off-taker and act as main contact person during the shift.

-Shares and implements furthermore RPC/RAWEC’s vision of O&M service and company policies and procedures through all its workgroup.

Specific Roles and Responsibilities of a Shift Superintendent

-Ensure personnel safety and equipment safety in the plant.

-Ensuring strict compliance with HSE procedures especially with Work Permit, LOTO and special Work

-Maintaining and supervising personnel responsible for the operation of all facility equipment during his shift.

-Ensuring that no equipment is in service with an open WP

-Ensuring availability of safe operational procedures or work instructions

-Ensuring training of its personnel on relevant safety subjects.

-Practicing the Operational Safety Assessment for any job requiring it.

-Providing safe working environment and promoting attitude of safety awareness of maintenance and shift personnel including actively ensuring the safety of others.

-Reviewing the open Work Permits by the beginning and ending of the shift, and take actions as

required in order to assure equipment availability and safety of personnel and equipment.

-Recognizing the criticality of every activity or defect in order to decide priority and risks associated.

-Providing safety talks in a regular basis within his workgroup

Plan, Monitor and Control the Plant Operations during shift

-Ensuring that all operational activities are performed following an approved procedure or work instruction; verify strict follow up of the procedure/work instruction in use, suggest revision or modifications if required.

-Ensuring that all operations are carried out in a safe and efficient manner ensuring that all plant systems are operating in under normal operating parameters, wherever possible in automatic mode and that all protection devices are in place and functioning. If not, communicate and suggest options to maintain plant operations in safe conditions.

-Assuring the contractual requirements of the WECA are met in compliance with Site Procedures, as well as government regulations and the documentation thereof.

-Attend and coordinate critical operational activities such as the commissioning, startups or shut down of the units or parts of the plant.

-Deciding and executing immediate steps during operational problems to ensure safe operation, whenever immediate communication with superiors cannot be established.

-Establishing a culture of prediction where qualified shift personnel monitor equipment performance parameters, and timely inform management of equipment performance degradation/malfunction. Making every effort to create a team that aims for “Zero” error in operation activities.

-Monitoring plant and components performance and efficiency for early detection of defects and malfunctions.

-Ensuring review of operational field data taken from field operators during operations workarounds, i.e. instrument reading, pipes leaks, pumps vibrations/noise and defects; and supervise the Work Requests are generated

-Monitoring all chemical parameters of the processes/systems operation and coordinate with the Laboratory corrective actions in case any abnormality.

-Closely monitoring all environmental parameters and coordinate with Plant management and Laboratory corrective actions in case any abnormality in a timely manner.

-Ensuring that all reported defects on field or Control systems are reported through the CMMS system.

-Ensuring the best result on operators’ activities such as equipment change over, burner tip cleaning, AH Washing, ST freedom test, equipment functional test, etc.

-Ensuring personnel have adequate skills to perform tasks.

-Being able to monitor and to perform any operation of the plant from DCS consoles

-Ensure compliance with the environmental regulations and that all reasonable precautions to prevent incidents of non-compliance have been taken. Shall further be responsible to immediately report to Operations manager and Plant Manager any known or suspected violations to the environmental regulations or any situation suspected that could lead to a violation.

-Review of open Work Requests and re-evaluating the priorities as required by actual plant status, coordinating with Maintenance and HSE department the timely and safe attendance of such requests.

-Ensure communication at all levels during the shift

-Communicating all routine, abnormal or emergency Plant Operations with the Department Manager in a timely manner.

-Assisting in the planning of maintenance outages using effective time management principles. Providing the Operations Manager with information concerning the availability and reliability of facility equipment.

-Awareness of all CRO (Power & FGD) main activities performed on DCS such as change of set points, manual interventions, changes from auto to manual or vice versa, changeover and start/stop of equipments, etc.

-Ensuring that all Operation personnel knows and understand the plant activities being performed.

-Ensure regular and effective communication with the PetroRabigh with regards to operations at the plant with an emphasis on zero black outs.

-Ensure/Follow up that priority 1 WR is immediately communicated and attended.

-Ensure communication between Shift Supervisor-CRO-Foreman-Operators is alive and effective during all shift.

 

-Ensuring compliance with the communication protocol during the shift changeover. All relevant information shall be transmitted to the next shift.

-Maintaining confidentiality of all information available to the position.

Generate operational reports

-Ensure CRO (Power & FGD) identify at all-time critical equipment's, critical trending, critical operations, plant conditions, abnormalities, operational options, alarm messages, and report any abnormality for further action.

-Ensure that WR created during the shift are not duplicated and that the failure is clearly described.

-Ensure Shift Supervisor communicates any operational deficiencies, abnormalities, needs, shortages, irregularities, safety concerns, operational concerns, doubts, uncertainties, confusions, etc.

-Ensure that incidents/near misses are reported.

-Generating reports of plant or components performance efficiency as requested by Operations Manager

-Preparing procedures or work instructions as requested by Operations Manager

-Maintaining equipment history records including equipment operating hours, maintenance downtime, cost, availability, and report such information to the Operation Manager as per specified forms.

-Submitting necessary reports and recommendations to the Operations Manager concerning equipment/systems status or problems.

-Ensure training of personnel

-Ensuring that key personnel (CRO-Shift Supervisors-Foreman's) are experts on plant/equipment logic protection, alarms and trip values.

-Ensuring that CROs-Shift Supervisor, Foreman's and field operators have access to as-built P&I diagrams and Operational manuals as well as electric diagrams and they use it when required.

-Identifying training needs from the personnel on his group.

-Providing hands-on training to personnel during shift.

-Serving as a coach and encouraging the self-learning process as a key for knowledge success.

-Actively participating in Drills, and training activities organized by the company.

-Being an example of excellence in knowledge of plant operations

-Supervise and control of shift personnel

-Ensuring all plant personnel are present as shift start, during and end. If not, arrange replacement. If replacement is not possible, redistribute according areas of priorities.

-Ensuring that all plant personnel has proper dress code for the area of work, use proper PPE and has their communication device in place and fully operational. If not, communicate and coordinate correction.

-Ensure that Shift Supervisor identifies job priorities and distribute the field personnel accordingly.

-Ensuring that Shift Supervisor identifies the most suitable person for the job to be done. Taking immediate action in case identification of lack of skills/knowledge.

-Exercising the discipline among the group as a key for safe and efficient operation.

-Executing the performance appraisals evaluations as per request of Operations manager

-Delegating the daily operation workloads and supervise and evaluate performance of delegated responsibilities

-Coordinating with Administrative departments of the plant any issue related with plant security, vigilance or access during shift.

-Supporting contractors required for equipment repair or maintenance including safety procedures

Skills

Qualification: Education/Training/Professional License (List the professional / Academic / General qualifications and specialist knowledge required.)

-University graduate, Bachelor of Science degree in Engineering (Production, Mechanical, Electrical or similar).

-Licensed professional engineer, preferred.

-Professional knowledge of power generation, plant commissioning and operations management.

-Thorough knowledge of power plant systems and operation.

-Must be familiar with distributed control systems (DCS) and understanding of control logics.

-Computer Literate. Knowledge of personal computer and their use in data logging, equipment control, maintenance, planning, spread sheets, word processing, etc.

Qualification: Experience (Length of job experience and any specific industry experience.)

-10 years professional work experience

-10 years of work experience in power industry.

-At least 3 years previous experience in supervision of technical operation personnel.

-Must have demonstrated excellent technical skills in the operation of oil fired boilers, steam turbines, pumps, conventional power plants or similar generating systems and electrical systems.

-Prior experience with a computerized maintenance management system.
