Job Description

To establish and manage the Long term contracts and Frame agreements for service relating to all BU O&M Plants globally as well as for ACWA Corporate. To drive initiatives to improve NOMAC’s position in the market, in alignment with the global supply chain strategy, ensuring the cost, quality and scope requirements are met in an efficient manner, whilst ensuring overall cost optimization and management of business risks.

Strategy & Plans

-Contribute to the development and implementation of an effective supply chain strategy for NOMAC ensuring alignment to group strategy, vision, mission and corporate objectives.

-Regular alignment with the Regional SC Heads on the plans for establishing Contracts and Frame agreements for the regions as well as with Enabling function heads for corporate related deliverables.

-Regularly report to the manager on the operational activities of department, challenges and issues faced, mitigations taken, etc. as required, to keep them informed and updated on the department’s activities.

Leadership

-Manage Global Contract Material team & their objectives by overseeing their performance, recruitment, learning and development to ensure high levels of engagement, competence, and a motivated work environment.

-Effective and continuous alignment with Regions as well as within Global Delivery Center for fulfillment of region and corporate related Contracts, Contract renewals as well as vendor contract performance evaluations to ensure that all regional and corporate requirements are fully complied to.

Supplier Management

-Manage and build strategic partnerships with OEM’s, vendors, contractor and service providers , to ensure that the NOMAC secures highly qualified expertise to support its objectives.

-Participate in and resolve disputes with suppliers and other external parties and complaints raised internally on matters related to contracts.

-Lead and manage the vendor risk management program for contract or Frame agreement related vendors and ensure NOMAC is not involved with suppliers from the sanctioned territories or blacklisted suppliers. Ensure that any related party vendors are identified and approved by RPTC prior to placement of any contracts.

-Manage single source risk by identifying new vendors so that the dependency on one vendor is minimized.

-Monitor the overall performance of the supplier by engaging with the end users to ensure that their performance is reviewed in a timely manner, issues are escalated and resolved and supplier performance rating and recommendations are updated for future reference.

-Oversee the development of a database of potential suppliers for the identified areas of contracts or frame agreements for global NOMAC Operations to ensure selection of the most appropriate and suitable suppliers, whilst ensuring NOMAC’s reliance on single source vendors is minimized.

-In coordination with Vendor Management, ensure pre-qualification of vendors prior to finalization of contracts.

Contract Management

-Ensure continuous alignment with Regional Supply Chain Heads to identify the areas of Contracts / Frame agreements related to Material Supplies.

-Ensure timely finalization of agreed Material Contracts in line with the regional requirements, within the regional budgets as well as with the right quality and optimized costs.

-Periodically carry out spend analysis to identify additional areas of Material contracts for the Regions and after due agreement with SC Regional Heads, ensure contract finalization to enable the spend against contracts/Frame agreements are continuously improved.

-Utilize synergies of materials across regions to enable volume bundling for improved sourcing and optimized costs.

-Lead the RFQ to Outline agreement cycle including Bidder list finalization, RFQ process, technical evaluation coordination, commercial assessments, contractual terms and condition finalization in coordination with legal, Contract performance KPI finalization, obtaining internal approvals as per delegation of Authority and creation of SAP outline agreements.

-Continuously deliver on the savings and other Contract / Frame agreement related KPI’s .

-For Contracts nearing the end of their term, initiate the contract renewal or re-bidding process at least 4 months before the contract expiry after due alignment with the Regional SC Heads.

-At the end of the contract period, in coordination with the Regional teams carry out a vendor performance evaluation against the contract and take corrective actions to ensure continuous improvements.

-Oversee the contract claim management process through effective coordination with legal teams and regional supply chain teams to ensure NOMAC’s interest is maintained and a mutual resolution is reached with the suppliers.

Policies, Processes, Systems & Procedures

-Oversee the implementation of the required policies, procedures and controls covering all areas of the function, so that all relevant procedural/legislative requirements and standards are fulfilled.

-Apply and enforce best continues improvement concept for better cost reduction and overall efficiency improvement.

Health, Safety, Security and Environment

-Direct the compliance of all relevant health, safety and environmental management policies, procedures and controls across the function and in all contracts / Frame agreement to guarantee employee safety, legislative compliance and a responsible environmental attitude.

Reporting     

-Ensure that all functional reports are prepared timely and accurately and meet NOMAC’s requirements, policies and quality standards.

Related Assignments

-Perform any other duties which the organization may require to be carried out.            

 

 

 

 

 

Skills

Minimum Qualifications:

-A Bachelor’s degree holder in Engineering. A post graduate in Supply Chain would be an added advantage.

Minimum Experience:

-8-10 Years’ experience in leading and finalization of Contracts / Frame agreements across multiple countries including at least 5 years in the Power Industry.

Skills:

-Excellent skills in forming strategic relationships with vendors to deliver long term value to NOMAC

-Very Sound knowledge and understanding of contractual terms and conditions.

-Skillful negotiator who can derive long term value through negotiations.

-Team management and development skills

-Proven sourcing experience on technical materials and services.

-Knowledge of financial analysis tools and payment cycle

-Knowledge of country specific laws/regulations.

-Advanced planning and organizing Skills

-Advanced communication skills

-Ability to identify and implement improvements and new procedures globally.
