Job Description

This is for Hassyan project

Engineering Section Head will lead the engineering section to take ownership of plant assets to ensure that they are maintained and operated within their design parameters, and identify and implement betterment programs to increase plant reliability, availability, efficiency and down time.

The candidate should be highly motivated, analytical and should possess excellent interpersonal skills. Candidates should be commercially aware, self-motivated, and capable of operating with the minimum of guidance and can communicate effectively at all levels of the business. Operating within a support group the candidate must be fully committed and flexible to meet the business requirements

 

  • Take the lead and direct the Engineering team on resolution of all engineering issues through allocation of resources from within the team or from external expert organisations as required
  • Direct the management of planning, specification, and implementation of the activities during normal operation, and take the lead in planning coordination for outage management, and other projects as may be required to ensure continued reliable operation within agreed KPIs. Support the Maintenance Manager in the development and delivery of the station’s Engineering and Maintenance business plan
  • Provide input to the management team in developing appropriate engineering strategies for plant betterment projects, and improving the way O&M is undertaken with specific emphasis on how engineering can provide support to drive those strategies
  • Actively promote good safety performance and lead initiatives as required
  • Manage and organise a team of technical engineers who will be required to work with other sections and departments to ensure that the plant is operated and maintained in a safe and effective manner
  • Represent the department at key meetings with senior management and the client and other stakeholders, with the knowledge and experience to contribute as required
  • Ensuring compliance with UAE legal and statutory requirements, and also ensure the adherence to site and company procedures
  • Undertake and evaluate risk against technical issues, and contribute to the resolution with due regard to process safety and to personnel safety
  • Formulation and ongoing management of department and section budgets, ensure that regular budget reviews are undertaken and track deviations from planned, follow the financial approval process where deviation to plan needs to be undertaken to manage and oversee plant issues
  • Identifying projects that would enhance the profitability and carry out cost benefit assessments against return. And support development of maintenance strategies and investment policies.
  • Ensure that Plant Modifications are correctly engineered, and the site/company procedures are followed, and undertake assessments as a key member of the Plant Modification Panel
  • Deputise for Maintenance Manager as and when requested
  • Provide cover and support the Maintenance Section Head as and when required
  • Take a lead role in the implementation, development and delivery of the station’s CMMS and documentation management system, as well as ensuring that adequate spares are available to fulfil all required maintenance activities
  • Developing the Station’s plant history and plant status documentation systems
  • Promote and support the implementation of a quality management systems
  • Ensure Environmental, Statutory, and Legal compliance with respect to their scope of activities.
  • Ensure identification of root cause for the identified non-conformances/ deviations and to implement corrective and preventive actions.
  • Review training requirements and identify competency gaps for their team and implement necessary actions to ensure that the team has all the required capabilities to perform their duties
  • Provide on-the-job training to new team members and regularly evaluate their OJT Performance.
  • Identify hazards and areas of risk, and then document and implement control measures to reduce risk and eliminate hazards on the plant
  • Ensure problems and issues are clearly identified and monitored with operational controls implemented to ensure safe plant conditions
  • Take a proactive approach to safety and report ensure that all risks, incidents, and near misses are reported and acted upon
  • Make effective use of all resources available to deliver the agreed KPIs and operational objectives for the pant
  • Undertake other duties as required and requested by the Management Team

 

Skills

  • Bachelor of Engineering (either in Mech., Elec., Instrumentation) or equivalent
  • Post graduate in engineering with power plant engineering.
  • Minimum 10 - 15 years in Coal fired power plant operations, ideally with ultra-supercritical operational experience.
  • Preferable - Commissioning experience, and setting up Engineering and Operational systems and processes

Skills

They should possess a broad understanding of power station engineering, maintenance, and operations. And detailed knowledge of current Legislation, current Engineering Standards, they should also be proficient in finance and procurement procedures and documentation management systems.
