Job Description

Currently holding a portfolio of more than 14 Gigawatt of installed Power under LTSA, and with 12 Gigawatt more under development, NMES currently performs all required outage services (minor, medium, major, CI, HGPI, MI) on 25 Gas Turbines, 26 Steam turbines and 51 Generators.
NMES supports its end-users by providing OEM level quality services and exceptional value creation through highly skilled and trained outage personnel (outage managers, Field Service Engineers, Technicians, specialists) and by applying innovative, downtime reducing services such as:

  • Spark erosion technology
  • On-site machining solutions for ST and GT casings, bearing pedestals, burner inserts, tip grinding
  • On Site Rotor Machining and Low speed Balancing
  • On site blasting, coating and curing of Compressor parts (blades/Vanes) with Aluminum Chromate coatings.
  • Re-engineering services and pump spare manufacturing.

NMES has established full-service subsidiaries in KSA, Oman and UAE and maintains a continuous presence of personnel and equipment in over 10 countries, with full-service workshops in the United Arab Emirates and Oman, and an additional facility under development in KSA to assure service readiness everywhere we do business

Objective 

Lead and proactively manage the NOMAC Health, Safety and Environmental System and provide functional advice, guidance and support to both the site HSSE functions and Management teams. Report on the NMES HSSE performance and achieve Corporate Goals and Objectives. Improve NMES HSE safety culture to deliver compliance with HSSE legal requirements, Group standards and contractual obligations pertaining to HSE.

Strategy & Plans

  • Develop and implement the HSSE & Process Safety systems, plans and objectives in line with the corporate strategy to ensure vertical alignment and horizontal integration with other Departments.
  • Regularly report on the operational activities of the Project, to address challenges faced and the mitigations taken.
  • Highlight best practices and activities through the NOMAC reporting methods.

People Management

  • Manage self and team to the NOMAC’s people management policies, procedures, processes and practices.
  • To ensure adherence and to maximize own and employee contribution to business performance.
  • Organize and supervise the activities and work of NMES personnel and contractors to ensure that all activities are conducted and performed in a manner which is consistent with the NMES and NOMAC Standard Operating Procedures and Policy.
  • Provide on-the-job training and constructive feedback to subordinates to support their overall performance and development.
  • Identify the training requirements for the O&M teams related to HSSE and develop a training schedule to ensure the O&M staff is well trained and skilled on managing HSSE related incidents.

Budget Management

  • Monitor the budgetary and financial performance of related HSSE activities to project requirements and approved budgets requirements are met within the statutes of the Project allocations.

Technical Services and Guidance

  • HSSE management support and leadership to the NMES and contractor personnel
  • To ensure effective execution of activities. Deep technical knowledge of HSE risks and mitigations to all related activities is a must.
  • Lead the risk assessments and task reviews of key activities for all Projects, to identify and prevent probable HSSE hazards.
  • Manage and attend meetings with contractors, sub-contractors, and vendors and advise on the HSSE Management System and performance to ensure adherence at all times. 
  • Control and report HSE Metrics / indicators and performance to the plant staff as well as to line reporting Corporate Departments.

HSSE Management Systems

  • Develop, implement, and maintain the NOMAC HSSE Management System, including emergency preparedness and management.
  • To ensure conformity to NOMAC standards and compliance with HSSE legal requirements and contractual obligations.

HSSE Management, Monitoring, and Reporting

  • Conduct regular site visits, and inspections, monitoring site HSSE management and performance to ensure effective implementation and maintenance of the HSSE Management Plan/System in the plant.
  • Conduct regular meetings with the O&M Personnel at the Plant to review HSSE management and performance, prioritize actions, and escalate outstanding HSSE issues to the Plant HSSE Manager and PGM. and to ensure timely resolution of issues.

Training

  • Deliver HSSE training to all NMES and contractor staff and to raise awareness of the HSSE standards and the HSSE Management Systems.
  • Monitor effectiveness to ensure that all the Project personnel are competent and effective with regards to HSE aspects.
  • Coach and advise contractors on the content of HSSE standards, in order to create awareness on the HSEE expectations and enable the provision of best practices.
  • Lead the development and implementation of HSSE campaigns and initiatives on the Project site to ensure the HSSE Culture is disseminated to all employees and contract staff.
  • Share the best practices related to HSSE across the company.

Stakeholder Management

  • Maintain positive working relationships with regulators and emergency services, contractors etc. to ensure mutual support and adherence to HSSE compliance requirements.

Emergency Planning and Response

  • Manage the execution of emergency drill scenarios and site emergency mock drills, in order to ensure readiness in case of an emergency, whilst proposing recommendations for continuous improvement.
  • Ensure immediate reporting and responding to HSSE incidents using the established emergency communication channels and protocols, to minimize damages as much as possible.
  • Lead investigations of reportable HSSE incidents, to contribute to the identification of root causes and provide recommendations for corrective and preventive actions.

Plant Security

  • Implement and enforce security strategies for the respective Project Plant’s / office facilities including access and exit control and monitoring, vehicle and personnel check. 
  • Ensuring overall protection of all company property, plant and personnel against threat, theft or any other act that is contrary to the laws of the state/ or company rules.

Continuous Improvement

  • Manage and motivate the team to ensure they contribute to, and participate in, the identification and implementation of change initiatives, programmes and projects in line with the organization’s standards.

Policies, Processes, Systems & Procedures

  • Implement approved departmental policies, processes and procedures, or develop new as required, and ensure employee adherence so that work is carried out to the required standard while delivering the required standards of service to customers and stakeholders.

Related Assignments

  • Perform any other duties which the organization may require to be carried out.

Skills

Qualifications

  • Bachelor’s degree in Heath, Safety, Environmental Sciences or Engineering or demonstrable equivalent
  • NEBOSH International General Certificate or equivalent certification or as per UAE regulations requirement
  • Mid to Senior Level Managerial experience of at least 5 years is preferred.

Experience

  • 10 years’ experience in the area of HSSE in the Utilities / Energy sector (CSP experience is a plus)
  • Experience in managing and controlling budgets

Skills

  • Thorough knowledge of international standards for management of Health, Safety, Social and Environmental issues plus IFC and EBRD Performance Standards/Requirements
  • Good relationship builder and an effective negotiation skill
