Job Description

To support and coordinate the talent acquisition process for the assigned region (KSA / International), while executing the budgeted manpower needs on time and in compliance with approved manpower plans, in order to support NOMAC in the realisation of its business objectives through its talent.

Key Accountabilities

Manpower Planning

  • Provide support to assess all staffing needs, in coordination with the Organisation Development function, in order to facilitate the preparation of the manpower plans and budgets, while ensuring that the recruitment process follows the proper channels.

Recruitment Plans and Reports

  • Prepare and present comprehensive recruitment plans and reports for the assigned region, to reflect the progress of recruitment activities against agreed plans.
  • Maintain a structured candidate database for the assigned region, to ensure the availability of information at any time needed.  

Identification of Candidates

  • Identify and prepare a list of potential external candidates detected through previous recruitment efforts or through the recruitment database, in order to accelerate the recruitment process.

Candidate Screening and Assessment

  • Conduct initial screening and participate in candidate interviews, in order to ensure objective selection process, whilst gaining an accurate bearing of the candidate's cognitive abilities, personality/behavioural style and skills.
  • Work with the administrative function, in order to acquire appropriate visas and required documentation for interview purposes as and when required.
  • Prepare final reports to share assessment results with the management and concerned departments regarding candidate’s ability and suitability for the job.
  • Maintain records of accepted and rejected offers, in order to provide a reference for the Organisation Development function and relevant Department Heads.

Offer Drafting and Onboarding

  • Coordinate with the administrative team, to draft and document official offer letters and contracts, in order to share it with the selected candidates.
  • Coordinate the induction process for new employees, so as to ensure the recruitment process is smooth, efficient and provides a positive experience for the candidate.
  • Complete all visa, immigration and PRO related documents and approvals for all new hires, to remain compliant with legislation at all times and ensure that all employees are working legally within the company.

External Coordination

  • Coordinate with representatives of external recruitment agencies, to provide them with a better understanding of NOMAC’s manpower needs, in order to ensure good quality candidates are referred by them.
  • Asses and report to the Recruitment Supervisor about the performance and skill set of the candidates provided by recruitment agencies, in order to ensure better evaluation of the quality of service provided by those appropriate agencies/ vendors.

Policies, Processes, Systems & Procedures

  • Adhere to all relevant organisational and departmental policies, processes, standard operating procedures and instructions so that work is carried out to the required standard and in a consistent manner.

Qualifications and Experience:

Minimum Qualifications:

  • A Bachelor degree holder in Human Resources or equivalent.

Minimum Experience:

  • 5-7 years’ experience in the area of Human Resources in a Power plants industry

Skills

  • Excellent understanding of NOMAC’s business and jobs
  • Good understanding of the organisation and the region
  • Knowledge of procedures, and internal processes pertaining to recruitment and manpower planning
  • Knowledge of local laws and regulations
  • Knowledge of contracts and agreements
  • Excellent communication and interpersonal skills
  • Good command of English and Arabic
  • Proficient communication skills
  • Teamwork skills
