Job Description

Reporting Line

The Head of HSSE KSA (Deputy Operations) will report to the Head of HSSE BU and Head of GEO.

Job Purpose

To lead, manage, monitor and report the implementation and assurance of HSSE policies and standards for all activities in the GEO to ensure overall protection of the assets (plants and offices) and personnel against any HSSE risk and strict adherence to HSSE compliance standards set by ACWA Power and regulatory authorities.

Key Responsibilities 

Strategy & Plans

  • Ensure the HSSE GEO strategy is in line with the functional strategy to ensure vertical alignment and horizontal integration. 
  • Regularly report to the HSSE BU Head and GEO Head on the activities of the business unit, challenges and issues faced, mitigations taken, etc. as required, to keep them informed and updated on the clusters and sites’ activities and performance.

Budget Management

Consolidate and oversee the GEO level HSSE budget including the offices and monitor the financial performance against the budget so that areas of unsatisfactory performance are identified, rectified promptly and potential performance improvement opportunities are capitalised upon.

Technical Services and Guidance

  • Provide technical and HSSE management support and leadership to the cluster management, HSSE teams, EMOs/CEOs/PGMs, EPC and supply chain and attend meetings when required to advise on HSSE management and performance improvement. 
  • Facilitate and lead the effective implementation of ACWA POWER and NOMAC HSSE / Safety Management Systems and enforce strict adherence to local statutory and regulatory requirements in the region in conjunction with cluster and site HSE teams and Corporate HSSE functions (Systems and Procedures / HSSE Training / Reporting and Control / ERP, Security and Crisis Management / Environment and Compliance etc.).
  • Ensure proactive identification of HSSE risks to ensure all possible risks are identified, evaluated and prioritized and corrective measures are finalized.
  • Facilitate with GEO/BU heads to mitigate the critical HSSE risks and major accident hazards by collaborating with key stakeholders like Corporate HSSE to ensure timely resolution of issues and challenges.

HSSE Management Systems 

Monitor and support the development, implementation, and maintenance of the regional level HSSE management systems and ensure they conform to ACWA Power standards, HSSE legal requirements and contractual obligations.

HSSE Management, Monitoring, and Reporting

  • Conduct site/office HSSE tours and inspections to evaluate the effectiveness and compliance of each site’s HSSE management and performance to ensure adherence with the HSSE policies and procedures. 
  • Lead regular HSSE meetings with the HSSE personnel to review HSSE management and performance, prioritise actions, and escalate outstanding HSSE issues to the head of HSSE BU and GEO head, to ensure timely resolution of issues.
  • Review the GEO’s periodic HSSE management and performance reports to understand the key HSSE issues / incidents and develop further strategies to mitigate the risks. 
  • Ensure Corporate HSSE KPIs are cascaded down to and followed by the cluster levels.

Training 

  • Monitor the effectiveness of HSSE training to ensure that the employees and all HSSE personnel are competent and effective. 
  • Share the best practices, HSSE campaigns and lesson learnt between the Plants, Clusters, Regions, and Group HSSE, in order to increase awareness and knowledge sharing ensure alignment of the quality delivered.

Stakeholder Management 

  • Maintain positive working relationships with National and Regional regulators, emergency services, contractors, to ensure mutual support and adherence to HSSE compliance requirements.
  • Regularly liaise and engage with the BU, GEO, Cluster/Country Level and Functional HSSE teams to offer and receive support and ensure that HSSE management and performance are aligned with the current standards and practices.

Team Management 

  • Monitor the work of the clusters/countries’ HSSE teams through guidance and encouragement and facilitate related work processes to achieve high performance standards and ensure that employees’ activities are performed in a timely, efficient, and effective manner.
  • Ensure adherence to ACWA Power people management policies, procedures, processes, and practices to maximise personal and employee contribution to business performance.
  • Manage the effective achievement of the HSSE team’s objectives through setting individual objectives, managing performance, developing the team and providing formal and informal feedback to maximise overall performance, engagement and motivation.
  • Identify the training requirements which are required for the HSSE team from both professional and legal /statutory perspective and develop a training schedule to ensure the HSSE staff is well trained and skilled on managing HSSE related incidents.

Policies, Processes, Systems & Procedures

Ensure the implementation of HSSE policies, procedures and controls covering all areas of cluster activity so that all relevant procedural/legislative requirements are fulfilled.

Continuous Improvement

  • Develop, resource, implement and report on HSSE actions plans that are based on past performance and aim to deliver best practices at the Corporate / GEO / Cluster / Country and site level, to ensure continuous improvement.
  • Maintain professional competence and understanding of industry trends, methodologies, tools, and best practices in project management in relation to HSSE practices.

Leadership 

Manage the effective achievement of the team’s objectives through setting individual objectives, managing performance, developing the team and providing formal and informal feedback to maximise overall performance, engagement and motivation.

Skills

Minimum Qualifications
 
  • Bachelor’s degree holder in safety or relevant degree
  • Certification from a recognized HSSE institution (NEBOSH, OSHA, IOSH, IEMA, etc.)
  • Professional membership with an international HSSE Institution (OSHA, IOSH, IEMA etc.)

Minimum Experience
  • Minimum 12 years’ experience in HSSE in the Utilities / Energy Sector
Skills
  • Thorough knowledge and understanding of local and international HSSE standards including IFC and EBRD Performance Standards/Requirements
  • Excellent communication and interpersonal skills
  • Ability to manage and work with people of all cultures.
  • Self-motivated, critical thinker, tenacious and curious in-depth knowledge of the plant and the processes
