Head of Procurement - Local content

Position Summary:

We are seeking an experienced Local Content Manager to oversee our local content initiatives across all NOMAC plants in Saudi Arabia. The primary focus of this role is to ensure NOMAC establishes its position in the market by focusing on local supplier development by securing long term agreements with local suppliers.

In addition, ensuring a long-term plan is developed to meet the O&M demand, growth, regulations and supporting the company's strategic objectives.

KEY ACCOUNTABILITIES:

• Develop and implement strategies for local content development in line with Saudi Arabia's Vision 2030.
• Negotiate and manage price agreements with local suppliers and partners, ensuring cost-effectiveness and compliance with company standards.
• Coordinate with procurement, finance, legal departments, and Plants to align local content strategies with overall business goals.
• Monitor and report on the performance of local content initiatives, providing insights for continuous improvement.
• Build and maintain strong relationships with key stakeholders, including government entities, local suppliers, and industry partners.
• To track and monitor local content KPIs and calculations for O&M contracts in relation to total spend.

• To improve the local supplier database and include local content scoring to facilitate easy access for the procurement and contract teams during the sourcing and tendering processes.
• To enhance the current procedures by incorporating local content criteria and scoring methods into the commercial evaluation.
• To assist in the development of local suppliers as needed to expand their products internationally.
• Ensure compliance with all relevant local regulations and standards.
• Identify opportunities for local sourcing and capacity building to enhance the local supply chain.
• Facilitate knowledge transfer and training programs to support local talent development.
• Represent the company in local content forums and working groups.
• Prepare and manage the local content budget.

Minimum Qualifications:

• Bachelor’s degree in supply chain, Business Administration, Engineering or any other relevant discipline from a reputed university.
• Saudi national.

Minimum Experience:

• 8-12 years' experience in general procurement and Supply chain.
• Ideal candidate should have big industry background preferably from a similar industry or Multinational Company.
• Proven strong Project Management experience in handling Local Content
• Proven track record in negotiating and managing price agreements.
• Excellent analytical skills to be able to provide out of the box solutions to Local Content related challenges in an international scope.
• Previous experience in handling Supplier Development across projects and countries.
• Ability to develop, implement and maintain systems and procedures.
• Good presentation skills at multiple levels.
• Able to manage and develop good networks with senior members of the organization.
• Must have excellent English communication skills and a native speaker of Arabic.
