Head of Strategic & Critical, Central and Eastern Area

Job Description

To lead and manage the supply chain function for Central & East region for activities including procurement, logistics, shutdown management sourcing, supplier relationship management, warehousing and Inventory management as well as coordinate all Contracts, and spares.

To drive initiatives to improve NOMAC’s position in the market, in alignment with the global supply chain strategy, ensuring the cost, quality and scope requirements are met in an efficient manner, whilst ensuring overall cost optimization and management of business risks. 

Strategy & Plans:

  • Contribute to the development and implementation of an effective supply chain strategy for the region ensuring alignment to group strategy, vision, mission and corporate objectives.
  • Regularly report to the manager on the operational activities of department, challenges and issues faced, mitigations taken, etc. as required, to keep them informed and updated on the department’s activities.

 Leadership: 

  • Manage the regional Supply Chain teams & their objectives by overseeing their performance, recruitment, learning and development to ensure high levels of engagement, competence, and a motivated work environment.
  • Effective and continuous coordination with KSA head of supply Chain for fulfillment of region related Contracts finalizations, spares procurement, critical procurements and vendor Management to ensure that all regional requirements are fully complied to. Will be responsible for all SC fulfillment for the region.

Procurement

  • Oversee and manage the sourcing of materials and services across all regional plants, understanding current and future requirements, and ensuring optimization across the whole process.
  • Shall be jointly responsible, along with KSA team, for region related spares and critical procurement ensuring that all requirements are fulfilled in a timely and cost-effective manner.
  • Lead the development and execution of the tendering processes managed within the region to ensure compliance with the overall sourcing strategy and develop the negotiation strategy to ensure vendors meet specifications at the most favorable prices.
  • Direct and guide the entire procurement to pay process for the region to ensure provision of the required procurement support to all plants/functions and facilitate the requisition and supply of material/ service to ensure the requirements are met within the defined time, cost and quality parameters.
  • Oversee and manage all supplier selections for procurements managed within the region to ensure selection of the most beneficial suppliers at favorable terms.
  • Oversee and manage a database of preferred suppliers in respective region in order to ensure selection of the most appropriate and suitable supplier and guarantee uninterrupted supply of goods and services.
  • Keep abreast of market information about suppliers, dealers, Original Equipment Manufacturers (OEM's) etc. to develop good network of suppliers, who can be contacted for critical requirements.
  • Support the KSA supply chain in identifying opportunities for cost Saving and optimization, by reviewing the existing supply chain processes and contracts and extracting more value from them, to ensure overall profitability and efficiency. 
  • Ensure that all procurement related KPI’s are met for the Regional Plants.

Logistics, Warehouse and Inventory Management: 

  • Monitor the development of an inventory plan for the regional plants and ensure the replenishment of MRP items in order to provide NOMAC with the required supplies in a timely and efficient manner thus minimizing shortages and optimizing inventory turnover.
  • Monitor and ensure efficient warehouse management activities including inbound categorization, material receipt and quality inspection coordination, storage and shelf allocation, material checking and issuance, discrepancy management, space management etc., to ensure the warehouse management as per NOMAC standards and physical stock reconciliation and storage as per the specific storage requirements.
  • Oversee and manage the logistics activities including movement of materials, through various transportation channels, customs clearances and site deliveries to ensure safe and timely delivery, whilst ensuring optimisation of costs and avoidance of production loss / plant downtime with adherence to NOMAC processes and procedures.
  • Ensure that all Warehouse related KPI’s are met for all regional Plants.

Supplier Management: 

  • Manage and build strategic partnerships with OEM’s, vendors, contractor and service providers, to ensure that the NOMAC secures highly qualified expertise to support its objectives.
  • Participate in and resolve disputes with suppliers and other external parties and complaints raised internally on matters related to contracts, procurement and payment terms.
  • Lead and manage the vendor risk management program for the region and to ensure NOMAC is not involved with suppliers from the sanctioned territories or blacklisted suppliers and manage single source risk by identifying new vendors so that the dependency on one vendor is minimized. Monitor the overall performance of the supplier by engaging with the end users to ensure that their performance is reviewed in a timely manner, issues are escalated and resolved and supplier performance rating and recommendations are updated for future reference.
  • Oversee the development of a database of preferred suppliers for KSA Red Sea region operations to ensure selection of the most appropriate and suitable suppliers, whilst ensuring NOMAC’s reliance on single source vendors is minimized

Contract Management:

  • Ensure effective and continuous coordination with SC teams so that all requirement of contracts/Frame agreements for the Plants related to the region are fully catered to and the spend against Frame agreements always exceed the budgeted targets of the region for the year.
  • Shall be jointly responsible, along with the SC teams, to ensure that all Contracts and Frame agreement requirements for the region are executed on time and in the most cost effective manner.
  • Oversee the claim management process through effective coordination with legal teams and central supply chain teams to ensure NOMAC’s interest is maintained and a mutual resolution is reached with the suppliers.

Policies, Processes, Systems & Procedures

  • Oversee the implementation of the required policies, procedures and controls covering all areas of the function, for respective Region, so that all relevant procedural/legislative requirements and standards are fulfilled.
  • Apply and enforce best continues improvement concept for better cost reduction and overall efficiency improvement.

Health, Safety, Security and Environment: Direct the compliance of all relevant health, safety and environmental management policies, procedures and controls across the function and in all sourcing and procurement contracts to guarantee employee safety, legislative compliance and a responsible environmental attitude.

Reporting: Ensure that all functional reports are prepared timely and accurately and meet NOMAC’s requirements, policies and quality standards.
