Job Summary
This position is based out of Jeddah and is primarily a plant based position providing support to manage and implement HSE management system at the field level by working closely with power and water plants operations. This position will report directly to the HSE Engineer / Plant General Manager/PM and Corporate HSE Manager.
Roles & Responsibilities
1Coordinating and actively participating in plant activities while maintaining focus to overall company objectives and consistency through HSE management
2Conducting tool box talks (if required), HSE awareness session and on-field HSE meetings with staff and contractors.
3Leading on-site HSE training programs designed to motivate field personnel
4Improve the unsafe act/conditions and Near misses reporting, recording and participating in investigations.
5Coordinating and participating in the continuous auditing of HSE management systems
6Assisting the Administration and Occupational Health Team and providing support in all aspects of post-accident / injury treatment process
7Working with operations and maintenance employees to promote permit to work system and ensure safety of everyone involved in the processes.
8Identify non-compliant, incomplete or substandard procedures, for activities involving employees and/or contractors in the plant
9Assisting field staff and contractors in the caring and inspection of their PPE and ensure PPE compliance in the field.
10Responsible for recording and reporting of all incidents including employees’ injuries.
11Supporting Corporate HSE programs e.g. People Based Safety, 5S and Zero incident process etc.
12Inspections of equipment logbooks and records e.g. scaffolding, ladders, cranes, tools, work equipment, power tools etc.
13Supporting the HSE incentive program and other promotional programs e.g. Safety day, World environment day or HSE campaigns as announced by Corporate.
14Promoting the HSE Observation and Communication programs involving owner and contractors HSE officers
15Inspection of portable fire extinguisher, safety eye-wash / shower station and keeping their maintenance records. (if required)
16Assisting HSE Engineer in risk assessment process and maintenance of identified control measures
17Offering support to Incident controller as a part of the emergency response team
18Supporting Corporate Environmental programs as required e.g. waste management, plantation, spill control etc
19Supporting Corporate Occupational Health Programs e.g. Get Healthy Stay Healthy Program, Stress Management, Quit Smoking Programs, Diet and Exercise etc.
20 Conduct walk around checks regularly to monitor HSE controls
21Ensure availability of first aid measures at locations
22Ensure availability of firefighting equipment and inspection of its status
23Collection of environmental deviations and ensure identification, implementation of corrective actions
24Coordinate HSE emergency drills and reports
25Ensure work areas continuous monitoring and presence of controls on identified risks.
26Provide induction training to new employees, visitors and contractors/subcontractors.
27Ensure the availability of medical facilities and medicines in the ambulance
28Monitor the validity of certification of equipment and operator license
29Perform other HSE duties as assigned time to time.
Skills
Educational
DesiredDegree certificate
PreferredNEBOSH General Certificate in Occupational Health and Safety
HSE Trained and Certified Auditor from a recognized institute
Minimum4 years of direct working experience in the similar capacity
Preferable 5+ years of relevant working experience within a multi-cultural team

14.Possess a working knowledge of power plant operations its equipment, practices, procedures and applicable local HSE regulations
15.Strong verbal and written communication skills.
16.Familiarity with MS Word, Excel, Email & PowerPoint
17.Ability to demonstrate a commitment to safety at all times
18.Strong desire to support all levels of personnel
Desired certification / Job specific skill / Training
Should be familiar with applicable K.S.A Health, Safety and Environmental legislations
Should be holding a valid driving license of K.S.A or
Willing to get one within 3 months after the completion of his probationary period.
Work Condition
While performing the duties of this position, the employee occasionally works near moving mechanical parts and in outside weather conditions. In high precarious places he may be occasionally exposed to fumes or airborne particles, toxic or chemicals risk and electrical shock.
