Job Description

Position Title             : Chief / Plant Chemist
Reporting                  : Administrative Operations Manager
Function                    : Operations

JOB PURPOSE:


To supervise the day to day activities of the chemists to ensure all analyses, testing, inspections and calibrations in the laboratory are carried out as planned and all the plant parameters related to plant chemistry are maintained within limits to ensure compliance with NOMAC’s quality standards, work instructions and HSE procedures.

Key Accountabilities
Budget Management

Contribute to the preparation of the department’s budget and manage and monitor the financial performance against the budget to ensure the gaps are reviewed and analysed and appropriate and timely actions are taken to reduce the gaps.
People Management

Supervise the activities and work of the team members to ensure that targets and objectives are achieved and the business plan is delivered in line with the required policies, processes, procedures and systems.
Plant Chemistry Processes

Define and maintain the operating and chemistry parameters necessary to achieve optimum chemical conditions, both for current operation and to maintain the integrity of the plant over the longer term.

Provide accurate and timely process related guidance and advice to the Operations team on matters affecting plant process and performance in order to maximize yield as per the quality guidelines.

Review all procedures, documentation, drawings and manuals and provide necessary training to junior colleagues, to ensure their development.

Provide support and participate in internal / external Quality, Health, Safety and Environmental audits, in order to effectively implement corrective actions and update relevant Process and Laboratory related policies and procedures, based on the recommendations.
Laboratory Testing

Discuss purpose of analysis and oversee the process of testing of samples to ensure accurate and timely submission according to planned schedules to meet end user requirements.

Keep abreast and have thorough understanding of the regulatory requirements pertaining to environmental compliance, chemical used in the plant, MSDS, plant P&IDs, SOPs, Work instructions, as well as the emergency operation procedures and any other related documents, so as to ensure compliance with the standards and norms.

Receive work schedules and instructions and ensure that Chemists carry out the work according to specific instructions, applicable work methods and procedures, and in compliance with QHSE standards.

Conduct periodic reviews of the chemist’s work, procedural adherence, process sampling techniques and calculation reviews for all solution preparation to ensure the analytical integrity of all tests performed in the Laboratory, whilst ensuring the results are documented and recorded as per the work instructions.

Review recommendations submitted by the Chemists on various operational problems related to the chemical and physical analysis and prepare a report for the Operations Manager listing down all significant events or concerns as related to Laboratory activities with recommendations to solve escalated issues.

 Maintenance of Laboratory Equipment

Monitor the effective reliability of laboratory equipment including annual and preventative maintenance of dosing and testing equipment and ensure high standards of safety, housekeeping and maintenance of the laboratory facilities and equipment, as per NOMAC’s HSSE and quality standards.
Inventory Management

Monitor the stock inventory levels of all chemicals consumables (bulk and fine chemicals, glassware, etc.) and dosing and testing equipment in the plant, to ensure timely availability and uninterrupted laboratory services.
SAP Administration

Administer SAP processes within the section and ensure adherence to SAP guidelines in all related aspects of planning, scheduling, data management, creating work orders etc. in order to ensure data/system integrity in line with NOMAC’s defined standards.

Ensure all system documents are up to date in order to comply with NOMAC’s quality standards.

Adhere to all relevant organisational and departmental policies, processes, standard operating procedures and instructions so that work is carried out to the required standard and in a consistent manner.
Continuous Improvement

Contribute in the identification and implementation of change initiatives, programmes and projects in line with the organisation’s standards.
Health, Safety, Security & Environment

Monitor the adherence to all relevant health, safety, security and environmental procedures, instructions and controls so that the safety of employees and environmental compliance can be guaranteed.
Related Assignments

Perform any other duties which the line manager may require to be carried out.

COMMUNICATION & WORKING RELATIONSHIPS:
Internal:
Needs to work closely with Operation Manager, Shift Engineer, Chemists, HSSE Engineer, Purchaser and Storekeeper etc.
External:
Needs to build a rapport with relevant contractors and vendors

QUALIFICATIONS, EXPERIENCE, & SKILLS:
Minimum Qualifications:

A Bachelor degree holder in Chemistry or Chemical Engineering

Minimum Experience:

8-10 years’ experience in a Laboratory function within a reputed Plant preferably within the power and water desalination.

Certified Environmental and Safety Qualification
In-depth knowledge of applicable regulatory requirements
Knowledge of environmental and health impact of chemicals being used in the plant
